So what was the point of the Dragon Graffiti?

All over Kirkwall one can see graffiti of the Kirkwall standard twisted into the shape of a Dragon, usually over the original symbol like in the Hanged Man.

I thought this was forshadowing Flemeth's future role in the tensions or Hawke's rise, but she disappears from the plot entirely after her resurrection scene. So... what was the point? Was it some ditched idea someone forgot to remove from the game?

Isn't that symbol the Amell/Hawke crest?

Still wouldn't make sense why it was painted around town though.

It is the emblem of Kirkwall itself. Just a simplified version of it. Go compare the official flags in the Gallows to the painted ones, you'll see.

It is the mockery symbol of Kirkwall that refugees painted.
