I'm not sure if this is a bug but every now and then when i'm in the middle of combat and i try to select a new target the 'attack' icon doesn't appear and i can't right click on the desired target.
The character i'm controlling will start auto attacking the nearest target whenever i switch characters but i just can't order them directly.

Click on the portrait again of the character you want to control, that should fix the problem. It did for me. When this happens the portrait looks cloudy, click it again and it clears up and you can direct that character.

I believe this thread discusses the issue you're having. Devs say they're looking into it. Wish they'd look into it faster, though, it is very annoying.
It seems if you press press and hold the right mouse button to change camera angles while highlighting something, whether a portrait or a talent icon, that thing will remain highlighted until you move the mouse back over it a second time.

Thanks for the tip, this can lead to a lot frustration when it happens in the middle of combat.
