Just curious if the hold position command is bugged?

while playing DAO I could issue the hold command and walk all the way across a zone. My alt characters would not move
while playing DA2 they start following before I get half of a small room away

Im playing my main character as a rogue and its extremely annoying to stealth and enter a room full of enemies to look around and then have the rest of my team follow in even though i told them "DONT %&$*(#&@ MOVE"

this is also annoying when I try and set up my party in a tactical position then try and draw enemies in and the team starts following me and throws thier positions off
