I don't recall ever seeing any dog whistle.
Once you talk with your Dog at Gamlen's house and give him a name, a dog icon appears in your ability list.
You can click on the "Summon Mabari Warhound" icon and drag it down onto your shortcut bar (if using PC version). Not sure exactly how you would activate it on console version.

it is in the atvivated spells list hold LT and the icon on the left or 9 o clock and there with be icon with dog to summon it

You can also add it to your tactics, as it's pretty useful.
