Im in act 2, I have 2 items that give imp blood magic and the upgrade to
blood magic. So I should have 5 mana/health cost ratio. However once I
equipped the second item that gives imp blood magic (The staff off of
the xeneb.... desire demon) my spells start costing MORE health than
mana. i.e. a 30 mana spell costs me ~30-35 health instead of the 6
health it should cost.
When I had only 1 item with imp blood magic it
worked properly (I believe, i never checked numbers, but it looked like
it was working),
Since I want my blood mage to not suck and drain life rediculously fast, how do I fix this?

Items like that seem to be working fine for my Merrill right now. With her talents and the 2 items I have, she correctly has a 1:5 ratio.
Not sure what is causing problems in your case, but I can confirm it's working fine in mine, so it's likely something specific to your situation.

I found the problem. I had a ring on that did basic staff damage against attackers...... and apparently I was attacking myself lol.
