On my playthrough, I rec'd the quest to go to the hanged man for Fenris to see his sister (I believe I went during the day, unsure if that matters). Danarius shows up, words are exchanged, fight begins.
I killed all the spawns before going after Danarius (Dispel Magic is helpful to keep him from casting AoEs). As soon as Danarius died, I was forced into a cutscene, so I had no way to loot his corpse. Despite that, once I regained control of my party outside the hanged man, the Eye of the Storm had been placed in my inventory along with a Centurion Chestpiece.
I play on PC, and I wonder if part of the issue is different platforms? For instance, there is an Enigma entry that Xbox users can obtain in Viscount's Keep that PC users cannot (currently).

It's short for Primeval Lyrium Rune, you get it during one of Varic's companion quests if you don't let him keep the fragment of the lyrium idol he finds in Bartrand's mansion and then take the fragment to Sandal.
It's a weapon rune, and boosts attack speed of the weapon by 35%. You only get one.

Currently Using Voracity (which I quite resent for looking the same as Valdasine, IT wouldve been better if that staff looked like Parthalan instead)
Have a Primal/blood Mage/Force mage build, so it seems as though Corrupted Acolytes staff suits best (But obtaining voracity was quite hard >_> ), despite the 46 mana for 117 attack trade off... (still don't get what attack does for staffs though >_> )
What about Tigers Tail btw?
109 attack
+6% critical chance
+15% critical damage
seems quite good to me no?

The Tiger staff looks like a great staff for a critical damage (dex based) build.
I think the closest you can get if you want use a staff in combat mainly, put some buff spells in their and you can create some kind monk like class I guess?
Still wondering on how Final Though looks like though...
