I did not find a whistle in Black Emporium (or anywhere else) but my abilities show a hound Icon and I have the hound in my estate. So, like how/when do I get to use him/it?

Use the hound Icon in your abilities just like a sustained ability.

I was at a loss myself until I dragged the dog ikon from my abilities into a slot (0 for really easy access), he stayed there and I was able to use him.

Weird... on all my playthroughs the hound has been auto-summoned soon as I get past the intro, and the dog icon is automatically on my toolbar, in about the center.

Well for the me the dog is on my toolbar, but I can't summon him! I've clicked on that doggy icon many times, and nothing happens, no pooch appears. Any suggestions?

On the 360 it is on the wheel, just click and he appears.
When you change areas though he does not accompany you and you have to call him again. Has a 30 second cooldown between summons.

I didn't know, either, so I'm glad you asked. I expected a whistle, too. Sadly, I've finished, but maybe I'll replay a scene or two with the dog.KorVet wrote...
