Can someone explain me why Quebec peoples cant participate to tthe  Sweepstakes? We can buy the game, pre-ordered it and play it but we cant participate to this and win? What the......

Wrong. It's because of federalism and not a centralized government that the quebecois have the freedom to make their own laws, which include a harsher anti-private lottery laws.

Canucks are actually a West Coast team and have nothing to do with Quebec, not that it matters where the term comes from. This is why I dont like in the eastern part of Canada(or the middle, its ****ing cold there). Quebec is ass backwards feudal biggotry.

Actually, it's not harsher laws on gambling, it's "customer" protection law. Loto-Québec ask for a % of the prize as guarantee that the prize exist, but % depends on lots of things. Pretty complicated stuff, so people outside of the province usually don't bother with it. The sweepstake also need to be registered with Loto-Québec.



So no Québec province participant in "online" sweepstakes. There is probably other things, like if it's a book/movie/etc it need to have a French version, etc.

I searched quickly over the internet, as I once read something about our governments being really strict about sweepstakes and contests, and found this;

"Many sweepstakes are void in Quebec because the sponsors must follow a stringent set of rules set out by the Quebec government.
  • For example, Quebec requires that contests and sweepstakes, depending on their prize value, must do some or all of the following things:
  • Register the sweepstakes rules and all advertisements used to promote the contest with the Quebec government at least 30 days ahead of the sweepstake's launch.
  • Pay a fee of 10% of the sweepstake's value.
  • Agree to allow the government of Quebec to mediate any lawsuits arising from the contest.
  • Follow strict guidelines about the contents of the sweepstakes rules.
  • Allow the Quebec government to determine if the sweepstake may be changed or canceled once it has started.
  • File a written report after the contest has concluded, attesting that the prizes have been delivered or attempted to be delivered.
  • Agree to follow a number of other rules and guidelines.
While these laws are intended to protect the citizens of Quebec, they
are also a significant burden on money and resources to sweepstakes
sponsors, and the consequences for a mistake are severe.

Rather than run the risk of facing legal action if these long and
complicated rules are not followed to the letter, and to maintain
control over their sweepstakes, many sponsors take the easy route of
simply barring entry from Quebec residents.
