Well, I guess i will be knitpicking but it's only viscount as freemarches doesn't have a king. Anyway to get become viscount and i'm guessing more importantly for you the achievement/trophy. You need to be on templar's side. You need to choose Meridith's side in the beginning of Act III and stay with her till the end. you might need be nice to cullen during the later half of the act as well. You ruling should be in the epilogue when varric describes what happened after the battle.
