You probably spent too much. There's a way around it, though. I think you get a letter telling you to go to Lowtown at night.

Supposedly there is someone that will pay you for grinding gangs in Lowtown Night. I never found them though. I spent a good amount of gold and finished up all the side quests with about 60G in my pocket.

Ishmaeltheforsaken is right. There'll be a letter waiting for you at your house, and you can meet up with a dwarf that'll offer to pay your way. That said, if you did ALL of the quests, and only have 54 gold, then yeah i'm sure you either spent too much, or simply put, you DIDN'T finish all of them. There's a lot of hidden quests and little things laying around. Press tab *everywhere*, explore every nook and cranny. Make sure you've talked to all your companions in their home bases multiple times. Last time I ended up going to the deep roads with about 90 gold. Granted, I didn't buy much, but I wasn't a miser about it either.

Hmm, I think I ended up with only buying one or two things and 150G. I did start with a lot of DLC though.
I did get the dwarf show up as well, felt weird having the money and being told I didn't. Should be able to stab him.

What I did to get to 50, was do all the quests and SCOUR the areas before you start the quests in those areas, in the quest areas during the quests, and afterwards. I ended up scoring about 77 soveriegns and after spending 20 soveriegns on companion armor mods and gear for myself I headed for the Deep Roads all nice and kitted out.
