I know it has to be a rogue class, but is it based on cunning or dexterity or is it something else?

rogue with cunning. need 40 cunning for hardest locked chests.

Rogue, yes, and it is based on Cunning. I believe the steps were 10 - 20 - 30 - 40 to open their respective levels of chests. In other words, my Varric cannot open a standard chest until his Cunning has reached 20, or something along those lines.
I'm sure I'm getting the numbers wrong, as I don't know how 10 should even matter, as you always start with it... however, the gist of the idea is there.
