Sandal can in act two but you can get a dwarf in hightown I think to put runes in for you in act one, you should get a quest marker to go say hello to him. Unless he just made the runes.. I can't remember... but there are some dwarves in the market that will put runes in for you. I have a fire rune in my staff of parlathon right now in act one because of them, lol.
To expand on this, it's Sandal in Act 1 aswell.

what the rune-system is lacking is the possibility to extract the runes again after finding a better armour for example to use them in, or am i just too stupid to see how this works?
Runes cannot be removed or replaced so make sure youn have the cash to buy new or be very careful what you use.

Also I haven't noticed anything that specifies what they actually do. Just broad statements of defense or attack of a certain element. Is there any ways to get the specific numbers of defense or dmg?

There is only one tier of ruins now, the amounts provided oh whatever effect they provide is altered by the level of what they are socketed into.
Fire damage Rune into a low level sword will give a small amount of fire damage, same rune into a high level sword will result in more fire damage added.

Go to the enchantment apparatus by sandal and select the weapon/armor you want then the rune you want and it will tell you the stats for that rune in that item. If you don't want to do it you can back out easily.x-president wrote...
