well, I see how people could compare the two, but I have to agree that Varric is indeed more laid-back than Garrus who is kind of twitchy for a turian. He also labels himself a bad turian because of taking the initiative where as Varric would be biding his time until the right moment to strike.
I like them both however, and I hope that both will be available as Squadmates in their respective 3rd parts of the games.

If anything, I would compare Varric with Wrex, not Garrus.
Garrus is the kind of guy who forms small team death squads to take out criminal and mercernary groups.
Varric and Wrex are the kind of guys who JOIN small team death squads composed of criminal and mercenary groups to make some coin. And both of them (at least in ME1) sadly shake their head at the races inability to pull themselves out of the mire by their bootstraps.
