I was reading that you can start Ander's romance questline in Act 3 if you did not do anything before, is this true?

I did not do the quest to get his amulet in A2, but I did all the flirting and gave him a key in A3, but no love scene...is this the farthest I can go now with him?

Thx, really confused between peoplesguides and what others write :/

Edit: forgot to add that I already maxed his friendship in A2, does that change anything?
