I started a new game and imported my save from Origins (the same save I used for Awakening and both DLCs to create the Witch Hunt save I imported to my actual game). I used the console to jump to Leliana's appearance in Act III, and I can confirm that she speaks the correct line.

Innnnteresting...  If you run the zz_vault_debug, does her romance flag appear correctly?

Okay:

"The player did not make love to Leliana," but
"The player romanced Leliana"

Interestingly, it also says I romanced Morrigan.

And Leliana still slept with Isabela (the ****).

[EDIT] And, in my actual save (with the Witch Hunt import), it says I did not romance Leliana.

[EDIT] If it would help, I can send you save games with different imports to looks at. I've got an Origins save and three more (Awakening + DLC) that are all based on that same Origins save, so there shouldn't be any unknowns *shrug*

Wow, that is some crazy stuff. XD Looking at the separate saves would be interesting, to see where flags might have been arbitrarily changed by successive DLC imports. I know I won't have time to look at it today (work, alas) but I should certainly have a chance to poke at this kind of stuff over the weekend. If you don't mind, I'll drop you a PM later to figure out how to get those sent Thanks!

Sorry!  Yesterday was a doozy (and there wasn't even any booze involved, pfft).    But!  MonochromeWench has turned up some really interesting stuff here that seems in line with what you're seeing in your saves:

Basically, it looks like Awakenings is wiping out character approval levels, so by the time you get to DA2, you may have a romanced character with 0 approval -- that is likely being interpreted as not a romance.  People have manually modified the approval and are seeing the relationship comments from Leliana properly :3

I see! I always thought it was weird that Oghren started at 0 approval, and it turns out that it totally screwed stuff up! Shame, BioWare, shame!

I wonder if any other cameos would be affected? Does Alistair talk about how "meh" the warden is at 0 approval?

[EDIT] Though, I'm having a little trouble finding the value to edit in my save. I found it in the worldvault.gda, but I can't find the corresponding section of my save
