Okay, I think the woman in the picture is not a doctor. She's also in the first screenshot, and she appears to be restrained. I think she's a prisoner, or perhaps a test subject of some kind. But a doctor? I doubt it, unless she was put into prison for some reason.

You Know that is probably an Alliance structure, as the S18 logo is similar to the N7 one, just different colours
