Just got press release from EA Germany. DLC coming 29th March.
Shepard is being sent to the "border of the galaxy" to rescue a new undercover agent, who might possibly have evidence for an upcoming reaper invasion. Admiral Hackett will play a "major role".

That doesn't automatically mean it's him though. Don't get me wrong I think it's him too. But there are other admitals out there in the ME universe.
