I've reproduced this several times, here is how you can too:

Save your game in the Hawke estate.
Unlock a new item via this site, DA Legends, or a code.
Load your save, the new quests appear but the special delivery chest can't be selected

To fix:
Leave Hawke estate
Return to Hawke estate
You can now access the special delivery chest.

Playing on a PS3 (60GB BC Launch Model), as a mage, Sig Edition

Please patch this, it's not a show-stopper, but it is very annoying
