To scale just add the 9115 to the ItemProperties and add the corresponding entry in ItemPropertyPowers with whatever default value in there.
With other powers it is a bit strange. The 4 bits for Item Power have significant effects to the item's power change. Exact details is unknown. You can fine tune the first 4 numbers to make some adjustments, but I have no idea the exact mechanics.

that worked but now i need to find out how to add other attributes like +physical damage % + atk + atk speed etc etc. the mod i used that added the real champ armor (which scaled down w/ the scale w/ level mod) along w/ the fake champion weapons but the 2h sword and i think daggers lack any bonuses

ItemProperty is what ability
ItemPropertyPower is the corresponding entry's bonus. it is a Float Value, so if you have 8000 (for runes) you can put in 1.0 or 2.0 for 1 and 2 run slots respectively. Max I think is 7 Rune Slots.
or if you have 1114 (Fire % Damage Bonus IIRC) which starts at 12% or something at 1.0, you can put 2.0 for make it 24% or 1.5 to make it 18%, etc.
etc. etc.
