Who told you that there will only be hundreds of Reapers? I think there will be thousands of them. Sovereign said "Our numbers will darken the sky of every world". So it cant be just a few hundred Reapers. That would be pathetic and lame.
The Reapers are like swarm of locusts! Going through the galaxy and devouring everything in their path! Just like a locust swarm!
The Reapers are the galaxy's most dangerous enemy and just having a few hundred of them would NOT do them justice.
If there were that many Reapers it would mean that there has been almost as many cycles. Do the math and you get a number that exceeds the age of universe.
Also if you count all the Reapers which are seen in the last scene of ME2 there were few hundred of them or something like that. I think the fight would be pretty pointless if there were thousands of them unless we get some lame weapon against them like a virus.
Why do you assume that only one could be created each cycle? While we don't have any hard data on the number of people required to make a Reaper, I would imagine that it wouldn't be over 50 million. There are 11.4 billion humans on Earth alone, meaning that could probably make at least 228 reapers in this cycle alone. In previous cycles, the species harvested could have been more abundant than humans are, which would have allowed for the creation of even more Reapers.
Under these calculations, the first Reapers could have been created a few million years before the dinosaurs died off.
