Is there a way to complete this quest without bribing the Harbormaster's assistant? Threatening seemed to have no effect.

I thought I would get a dialogue option to ask Martin for more gold, but he paid me exactly what I paid the assistant.

I think if Isabella or Varric are in your party one of them will suggest that you return at night since the harbormaster leaves his papers out in the open.

Isabella will, didn't get anything out of Varric. You can just go there at night and the papers are there.

If you go back to the docks at night you can raid his area. It is somewhat bugged though as the next stage doesn't open properly to the warehouse.
