As for Fenris specific DLC, not too keen about the idea. I'm a HUGE Fenris fangirl, but I don't need to have a DLC based entirely around him. Also, in the Leliana DLC you played
as her, right (I never bothered with this one, as it had nothing to do with my Warden or the ofc campaign)? In a way, I think her personality might be more flexible and enabling of multiple dialogue choices than Fenris would be. Depending on your relationship with him, you can see how he changes a bit over the years (he is much less reclusive and such),
but not by much. He is very rigid. With he and Anders specifically, you can see how they were designed to give you both viewpoints of the mage/templar issue. That is their function, with Anders having an additional pivotal plot role that happens regardless of whether you recruit him.
As far as back story goes and his escape and such, he explains all of that in
Questioning Beliefs (Act 2). Also,
Fenris's short story by DG basically takes place in the time period between his escape and eventual arrival in Kirkwall. He gets to a town, hangs out a bit, realizes the hunters have caught up with him, and flees again, moving more southward. In the story, there is also the suggestion that he has met this particular hunter before, so I suppose that could be expanded on. Other than that, I don't really see how it wouldn't get very repetitive, or just be filled with visual representations of actions that we already know about.
Through all of the dialogue available, we learn a considerable amount about Fenris from him, and then a bit more from his sister. In fact, I would go as far as saying that for a character with no memories of his past, he is one of the more fleshed out characters in the entire game. People may dislike him as a person, but it can't be denied that he was extensively developed.
So, what more is there for a DLC to show us?
The only thing I thought was left a bit vague (perhaps on purpose) was the whole
memory issue. In Act 2 (if you romance,) you have sex, he has a brief memory flash, and this contributes to additional angst that makes him leave. In Act 3 when he meets his sister, he says "I remember you. We played in our master's courtyard while our mother worked. You called me..." to which she responds with his name, "Leto." Is that it? Does he remember anything else? Fenris believes that the agony and trauma of getting his marks is what wiped his mind, but that doesn't necessarily mean that's the case. Danarius could have done that as well; blood mages can control minds. Afterall, a slave with no personality, or a blank slate is much easier to control than one who believes he sacrificed all for his family. Was the spell dissolved when Danarius died? Did he allow Fenris to remember his sister in hopes of corralling his slave? What caused the memory flash in Act 2?
This doesn't have to be a pre-Kirkwall involved DLC however. All of that could probably be answered in 2-4 hours of post-game DLC, which I think would be interesting.

You know... just because DG hinted at that, doesn't mean that is what will happen to him. It could be used as a plot device for... wait for it...
