Quentin was searching for the perfect women to recreate his late wife. And finding those he needed would be difficult I'm certain. So i doubt that he would risk performing tests for the research which he shared with Orsino on the women he found. Which could ruin them and he would have to search further for new ones. I find it more plausible that he had preformed other types of research in preparation for what he intended. Which might be what he shared with Orsino. What Orsino did and what Quentin did is not the same thing. H2O ain't HO2, same type of ingredient, different results. Secondly there is no reason why Orsino would have to suspect that it was fresh bodies. Part of Lily's "new" body were years old after all. So it didn't seem like the "recreate wife" research needed fresh bodies.
Personally I'm for the circle and templars, but like Meridith mentioned dark corners, who is searching the dark corners among the templars? Meridith was making the lives miserable for Kirkwall's Citizens, the Templars and the Mages. Killing people for trying to protect their friends and family, killing 100+ for a crime they didn't commit. Who cares what Orsino might have known, for me the end had nothing to do with Mages vs. Templars, it was about stopping Meridith before she got everyone killed.
Even Cullen thinks the annulment is too much, and that the situation in Ferelden was "far more dire" yet it was saved. And that... Says it all in my book. *l*
