Does anyone know if you'll be able to use the sibling after the last battle of the game for DLC?

It depends on the choices you made with the sibling. I was able to use him, but I had full rivalry, and turned him into a grey warden.

Depends on how they release DLC I think. If they release DLC as part of the main game and you save it for afterwards then I see no reason why you couldn't.
