One of Anders' personal quests (in Act II), "Dissent," becomes available after you complete the "Blackpowder Courtesy" quest.  Complete "Dissent" and that should unlock "Questioning Beliefs" for Anders if he's over 50% Friendship/Rivalry.  Speak to him and (flirt, which you should be doing prior to this stage) and Anders will mention visiting you at night.  Return to the Hawke Estate at night and Anders will visit.  Enjoy.

Although the actual love scene is kind of...PG. not on the level of Mass Effect 2 or DA:O.

The scene might not be explicit, but I think it's far more engaging and sensual than anything ME2 or Origins had. Origins' love scenes just looked rather awkward. ME2's varied depending on the character, but since I didn't really like any of the romance options, I've only ever seen them on youtube. Not a one felt engaging. DA2, on the other hand, was great. With Anders, you have a couple really steamy kisses. The VA work is spot on, too.

Yeah the lack of stripping scene was made up by all the tonsil hockey. Pretty sure my face went O_o when he grabbed Brid the Gentle Rogue and went to town.
