Can a store be created during runtime then used? I am trying to spawn a store in a conversation then latera in that conversation, open the store, but I'm having trouble making it work. Has anyone else ever tried this?

Okay, I got it to work. Originally I was using the location of the NPC shopkeeper as the location for spawning the store, but when I changed the location for spawning the store to the location of the PC, it worked. I really don't know why changing that bit worked, but it did.

I kind of remember that store waypoint is usually placed right under the npc so that the pc was more likely able to 'reach' it. Perhaps in that vein having it directly under the pc would be even better but pre-built stores dont know where the pc will be except near the npc. I think I got that reference from the "Toolset Tutorial" - the part where it needs to be close to the PC rather than the npc.

Could be. I never did a check to see if the store was actually spawning so I don't know if it was location or something wrong with the coding that was keeping it from spawning altogether.
