Using 'Jump to' Tactics to Switch Modes

Hey, so I'm having a little trouble wrapping my head around some of the finer points of tactics set-ups. I have Anders specc'ed in Creation, Vengeance and Primal trees. I want him to be my main healer (using Panacea) but also to take advantage of Staggered enemies using Chain Lightning (preferably using Vengeance). How do I set up the tactics to do that?

I can't tell if I'm making this over-complicated or not complicated enough. :P

Right now his set-up is (important parts bolded):

1) Self: Mana <25% : use lyrium potion
2) Self: Any : Activate Rock Armor
3) Aveline: Health <25% : Heal
4) Fenris: Health <25% : Heal
5) Self: Health <50% : Heal
6) Enemy: STAGGERED : Jump to Tactic 12
7) Self: At least 2 part members health <50% : Activate Panacea
8) Self: At least 3 party members health <50% : Aid Allies
9) Ally: Dead : Regroup
10) Ally: Health >90% : Deactivate Panacea

11) Enemy: Rank is Elite or higher : Glyph of Paralysis
12) Enemy: Target of Anders : Chain Lightning
13) Enemy: Rank is Normal or higher : Stone Fist
14) Self: Any : Deactivate Panacea

Anders, when controlled by CPU often uses offensive spells with panacea active, and healing spells with panacea turned off.

In fact, in my game he doesnt use panacea and casts all my staggered combo spells, and yet whenever a team mate falls he automatically uses regroup.

Ive manually used him to group heal before, and once I go back to my Hawke, hes off casting tempest without ever removing panacea.

I've encountered that bug too but not consistently. Definitely not something I want to hinge my entire strategy on.

EDIT: Not to mention that if a patch were to fix it, I'd be right back to where I am now. Also, I am trying to learn to use tactics more effectively in general and just knowing how to manage this would be a huge help in that.

I wouldnt use the jump before the heal all tactics. If there is any staggered enemy you will just jump right into offensive and dont heal during this time. Also 12 doesnt guarantee for your chain lightning to hit the staggered target.
