How does one unlock that? So far, I have sided with Templars, doing act of Annulement, I've yet to see this achievement unlocked.

You also need to get Knight-Lieutenant Cullen to like you so he supports your bid for the throne.

Does the epilogue of Varric's story say anything in particular in letting you know you became Viscount?

Wow really I think I got it by accident didn't really pay attention to the little epilogue, said something about people begging
