Anders has a pretty big mana bar, but lately its been stuck at about 1/4 full, and the other 3/4 is always empty, I try to fill it by manually applying lyrium, but its greyed out. Why is this? Does it have anything to do with whose in my party? A certain staff he has? The fact that shields go active during fights? I just dont get it. And because of this low mana he cannot cast firestorm.

Sustained talents (like Anders' Panacea) will "reserve" a chunk of your mana bar while they are active (grey them out). If you activate too many you can literally have nothing left to work with. If you open the wheel menu (left trigger, I think) the left hand menu has all of a characters sustained abilities. Ones with a glowing border are active.

any sustained abilities (IE panecca/vengence/elemental weapons) takeaway from overall mana. deactivate them to get the greyed out portion back

If Anders is peeling off a lot of aggro, Arcane Shield. If you have to heal a lot, Panacea. If neither is true, don't bother. You can manually toggle either on if you need to.

Arcane shield is good to have up most of the time. Definitely have it up when he's being attacked.

Panacea is more situational, because Anders can't cast offensive spells (fireball, spirit bolt, etc) when it's active. It's more for a healing/support only mode, as it gives him access to aid allies and regroup (resurrection) spells.

The way Anders is intended to work is that he has Vengeance active when he's dealing damage, and Panacea active when he's healing your party. Vengeance makes him very vulnerable (can't be healed, takes extra damage) but dish out more pain too, and Panacea turns him into a good support character but then he can't deal direct damage. At least, that's the theory. You don't have to play him that way if you don't want to.

I'm not sure why Arcane Shield gets so much love, as my tests seemed to indicate that it had a marginal effect on a mage that didn't also pump Cunning at least 1 point per level.

It gives a 30% bonus to your defense... but you you have none (low cunning) then it hardly makes a difference. I tested it with 30 Cunning and 11 Cunning at lvl 18 for my Mage.
With 30 Cunning I had almost 70% defense against normal enemies (which scaled with higher ranks).
With 11 Cunning, I had only 8% defense against normal enemies, and the base 5% against everything else.

Just not worth it, especially for a 20% mana maintain. Plus you can better put those points elsewhere for a mage, like some Con and more Willpower. (depending on spec)

For my mana's worth, I found Rock Armor to be amazing, especially with Primal Mastery.
In Act 3, my lvl 22 Mage now has 78% damage resistance (cap is 80%, I believe) with just the Champion Armor set, Rock Armor, and no other armor buffs (from runes or jewelry, etc).
And Rock Armor only costs 10% to maintain!

Upgraded Death Syphon from the Spirit Tree is also a better... it helps to refill your mana bar and will even heal you.

The Arcane Shield is nice because one of it's upgrades makes it cover the entire party.
