In the DLC content where the items scale to the player level (in terms of the material quality, red steel vs/silverite/etc.) does anyone know the minimum player level one can be to receive the best quality leveled items, with the high end dps/armor options? This pertains to things like Return to Ostagar for instance

I think level 15 is minimum to get tier 7 gear

Thanks, I know there's supposed to be ways to buyback loot to level it up but I've heard that bugs out sometimes. Just trying to plan my playthrough itemization, beating DA 2 made me want to go back and play through DA: O again
