In the first DA, my wife and I pursued a romance with Allistair and got a steamy "nude" (with underwear) scene. In DAII we elected to romance Anders and all we got to see was Anders climb onto Hawke fully clothed and the screen fade out. Is there a way to get a steamier scene later on or is that it? Do some companions have more explicit scenes and some don't, or is DAII toned-down a bit in this regard as compared to the first one?

Well steamier yes in regard to Isabela, but there's no clothes removal. Except for Merrill but that's after.
But honestly all the scenes are pretty much equally explicit. Which is not that much.

Nope, that's it. Really, the "sex" scenes are very tame. In regards to simulating sex. They're still passionate and romantic.

The most skin you're going to see is after Fenris's rival sex scene Hawke takes off his/her shirt (which you can unequip your armor to see that anyway) that's about it. DA2 definitely toned down the skin, but the romances are still 10X better.
