I have been noticing that party members don't always follow tactics, maybe only 60% of the time; several examples are Brtille plus CCCs; Fenris is tactic commanded to Mighty Blow (enhanced) every brittle elite or higher, likewise Varric with Archer's lance, yet they only do it half the time. Does anyone else have problems with companions obeying tactics?
Tactics would be great...IF the party members always followed them?!

Could it be due to cooldowns? Perhaps they used the skill before they was made brittle?

I have not seen this happen, so it might be a floor in your tactics, who knows?

They rarely obey me. Whenever my health drops below 50%, Anders is supposed to heal me... does he? nope, even though he´s heal has cooled down, and he´s just taking a leisurely stroll through the battle.

maybe your heal is way down the list, so that other tactics counter dict it. Heal should be on the top ALWAYS

Hey guys, I'm trying to get my companions to focus fire on one target; the target that Hawke is hitting.
Enemy > Attacking Hawke - Attack
Is that the right setting to use?
I'm interpreting this tactic one of 2 ways: either my companions will attack whichever enemy is attacking Hawke, which would change constantly, i.e. arrows,swords,magic. Or, hopefully it means that companions will target Hawke's target.
To relate to the OP, perhaps I'm using the wrong tactic setup, but no I find they don't always follow tactics so I've been using skills manually, including sustainables since Self > Any > Use this ability > Valiant Aura doesn't seem to work.

@Mike - I dunno about DA2 but in DA:O there would be an option Enemy > targeted by party member (or hero) > Hawke.
Try look for that one as it should make them focus fire on Hawkes target

The option you want is directly underneath Attacking party member. "Target of party member".

If you have an "attack" command near the top of the list, it will frequently prevent the rest of the list from being processed. The game gets to that condition and response and says, "Attack? Yep, I can do that," and doesn't go below that point.
They're probably out of combat. From some reason, bringing someone back tends to result breaking the fight for that character. You can get them to fight if you manually control them (handy if they're a tank who just became auto-healing) but it's a royal pain.

My buddy had this problem. He thought the game was completely broken until I told him the higher priority tactics need to be listed first.

numbering the tactics are in order. If you have heal at the bottom of your tactics, every single OTHER tactic takes precedence over heal. Understand what I'm saying?

It's not always a good idea to leave CCCs to tactics, because the window of opportunity can be so short that you need to execute both moves nearly simultaneously.

The tactics really are completely random. I've done multiple tests with specific setups to see if they would actually work, and yep...they work...when they feel like it. One thing the AI has over the player though is that when they "do" follow instructions, they don't suffer the same garbage the PC does where when you select your Hawke Mage and he's flourishing his staff around for FOUR seconds before the game lets you cast anything.
Another thing I learned that helps prevent your ranged from deciding to run up to kiss every dangerous enemy or running into a Warrior's abilities is:
Enemy: Nearest Visible ---> Use current condition for next tactic
Enemy: Lowest health ---> Attack.
