Now because I haven't really decided what I waht to play for a build I have repeced a number of times but I end up getting extra points and even extra spec points; I don't want this to happen so is there anyone who knows how to stop this from happening?

Its a bug/design problem with all the respec items.
Makers Sigh is another one - mis-use of them, can provide you with unlimited skill, and ability points.
