It appears that the only way to romance fenris is to be anti-mage. Doesn't that make it impossible to romance him as a mage?

I highly doubt this. I can not personally confirm it, but nothing about my interactions with him hinted at an anti-mage bend.

You can romance him if you have high friendship *or* high rivalry.
Also, just because you're a mage, it doesn't mean you have to support every group of mages you meet.

no it doesn't make impossible. i was a mage and i romance fenris. Once you got him 100 % romance you can side with the mages and he'll follow you.

Also, reason I call him anti-mage is because evrytime I pick a pro-mage dialogue he's rivalry goes up.

Actually, he doesn't need to be at 100%, or in a romance, to follow you against Meredith. I had a decent friendship score with him and no romance, and with the right dialogue options he will follow you anyway.

Speaking as a mage with an emo elf boyfriend, I can confirm that you can indeed romance him as a mage! Have fun! His views on mages aren't so important as much as his views on slavery and the interactions that you have with him during and after his personal quests. It's a longer process than with Anders though, since Fenris has so many issues. You don't get officially together until you complete his quest at the start of Act 3.
