ive been emailing EA because my first problem was that i had DA:O, sold it, deleted game content, then started playing again but wasnt able to download all the DLC i had before. and the only dlc i had was blood dragon armor, stone prisoner, return to ostagar, and wardens keep. but after i started playing again was only able to get stone prisoner and blood dragon armor. after going back and forth with EA they gave me redeeming codes for return to ostagar and wardens keep. return to ostagar worked fine and downloaded fine. but after i used the wardens keep codes the DLC disappeared from the dlc list.....what do i do?
DLC missing from DLC list after redeeming code...

I think you may have complicated things a little for yourself; prepare for waffle.
(1) I assume you had to redeem or purchase the dlc the first time around.
(2) Did you redownload from your XBox Live download history? All downloads are there whether you bought dlcs with Microsoft points or redeemed a code (or even just free downloads). There shouldn't have been any need to get new codes as those dlcs are yours.
(3) It doesn't sound as if you are playing using old save games. Otherwise the saves shouldn't load due to missing dlc.
(4) What dlc list are you referring to precisely?
