"Tank" Behavior?

I played DAO and used tons of tactics, so I consider myself pretty adept at that system, but I'm confused about what the "Tank" behavior is supposed to do in DA2.

I wanted to use Avaline as a tank, so I set her behavior to "Tank" (duh!).  However, this made her run behind me (archer rogue) and Bethany and just stand there while Carver and dog attacked.  I then took her over and forced her to attack, which she did.  I switched back to my rogue and all seemed well until she killed that enemy, at which point  she then promptly ran back to me and Bethany and just stood there!  What gives?  The only way I could fix it was to switch her behavior to Aggressive, at which point she jumped into the fray.  

Also, this is unrelated, but I'm still in the very early part of the game so I'm hoping that's why I only have 5 tactics slots?  I don't see a skill like in DAO to add them.  Am I missing something?  Please don't tell me 5 is all I get?

Edit: Never mind about the # of slots question -- found it in the manual.
