I just watched the Exiled Prince DLC scene again where Leliana tells Hawke to warn the Grand Cleric...what I don't fully understand is if Leliana and "Divine Justina"(whoever that is exactly) knew what Anders was planning to do to the chantry? It seemed like she did, why would she not try and stop Anders right then and there?
Did Leliana know what Anders was going to do?

Justinia, the White Divine (think pope of the Chantry) has sent Leliana to Kirkwall to see if the unrest is strong enough to send a 'holy army' there to set things right, basically starting an Exalted March (crusade) against Kirkwall.
