Any idea why he is not in Gallows how he supposed to be ? I looted spider gland and dragon tooth. Still cannot aquire quest since npc missing :<

Probably a bug, you can try posting in the support forums, if nothing else that will help bring it to the Attention of the Bug fixer people.

Have you done the enemies amongst us quest?
Because I think  that he shows up at the same time as Cullen.

I got Cullen's quest, but Solivitus is not there at the Gallows.

My mistake. Acoording to the guide book it is not Cullen, it is Merrill who triggers his appearance. He only shows up after "A long way home" not after "Enemies amongst us".
