OK here is a 'friendship" romance guide for Fenris...

in a nutshell

1. You need to achieve 50% rivalry or friendship path.

2. What's Important: Flirt with Fenris during his companion quest, Questioning Beliefs, in Act II.

3. Return to your estate at night and he will visit you. Flirt with him. (there is no option to ask him to move in)

4. Finish the remaining companion quests, deliver both gifts to him, and reach 100% friendship or rivalry and complete the 'Questioning Beliefs' 100% quest.

5. Speak with Fenris in the Gallows Prison during 'The Last Straw' quest.
Fenris

more detail

As despicable as Fenris may seem, it’s important to remember that he’s a former slave with a tragic past. Does this justify him punching through the chest of anyone who crosses him? Well, that’s for you to decide. If he sounds like your cup of tea, we’ve got you covered.
Fenris’s life of ruthless servitude has made him understandably bitter towards mages of any kind, so he’ll often clash with Anders and Merrill. If you’re a pro-mage type of person, it’s better to leave him out of your party when taking on a mage ally’s companion quests.

Act 1
- Fenris is easily missable. Start things off by completing the “Bait and Switch” secondary quest during Act 1. To unlock that quest, read the letters at your desk after you’ve completed the “A Business Discussion” main plot quest.

- Completing the “Bait and Switch” quests grants Fenris his own mansion in Hightown where he’ll stay for the rest of the game.

- If you go back inside the mansion, you’ll have an opportunity to flirt with Fenris twice and boost your friendship score.

Act 2
- Fenris can be picky, so it is crucial not to flirt with anyone else during this act (it’s OK if you’ve done so during the previous act) and definitely avoid sleeping with Isabela if the opportunity presents itself. Doing either could negate any potential romance with Fenris.

- As soon as the second act begins you can take on the “Speak to Fenris” quest. This is just to get the ball rolling with Fenris, and will work to uncover the larger necessary companion quest called “A Bitter Pill.” To fully unlock that quest, put Fenris in your party and visit any of the areas in the Free Marches. This triggers a cutscene involving a slaver attack, and the quest you seek will be unlocked after the battle.

Gift #1 – A Slave’s Life (Act 2)

- If the slaver attack scene won’t trigger yet, you can bide your time by tracking down Fenris’s first gift. It is found in a sack at the Elven Alienage in Lowtown at night.

- During the “A Bitter Pill” quest, you’ll find a female elf in the Abandoned Slaver Den. Ask her to come work for you, but make sure to tell Fenris that you’ll pay her when he reacts harshly. This will add a hefty +15 to your friendship score.

- At the end of the quest you’ll face Hadriana. After the battle, make sure to give Fenris free reign over how the mage will be dealt with. When the choice appears, choose “We can still find her.”

- After the quest is completed, go back to your estate and Fenris will be waiting for you. This is an opportunity to flirt another couple of times, and even bypass the next step if you’re friendship score is high enough. If not, don’t worry: this conversation should put you up to the 50% friendship point needed for the “Questioning Beliefs” quest.

- If you’ve reached at least 50% friendship by now, you can take on the “Questioning Beliefs” quest. Flirt with him here, and he’ll visit you the next time you return home at night.

- No matter what choices you make, Fenris will never move in with you.

Act 3
- The first thing you should do is take on the “Talk to Fenris” quest. Immediately after that, Fenris’s Act 3 companion quest, “Alone,” will be available. During said quest, it may be obvious, but do not negotiate with Danarius and defend Fenris in any conversations that arise. When Fenris is standing over his sister, as shocking as it may seem, select “you deserve to die” to gain friendship points from your companion.

Gift #2– Blade of Mercy (Act 3)

- You can pick up the Blade of Mercy during the main plot quest “Better Served Cold.” It is found in a chest in the Secret Meeting Place.

- The next thing to do is complete the “Questioning Beliefs” quest with Fenris. It does not matter if you give him his second gift before or after this quest, as long as you do so before you take on the game’s final quest, “The Last Straw.”

- During “The Last Straw,” Fenris normally leaves your party if you side with the mages. However, if you’ve maxed out your friendship and given him the two gifts, he will be willing to stay no matter what you decide. Speak to Fenris in the Gallows Courtyard or Gallows Prison (depending on your end-game choices) to complete the romance.

I managed to get his friendship to 100%, and we stayed togheter after **** hit the fan in the very end, at least according to the prologue. He is a bit complicated to romance friendly, though. I only took him along on quests where I was going to hit the mages down hard, and have no mercy for them or their victims. Make sure you do all his personal quests, save often so you can go back and say different things if you get rival points, and find both the gifts for him, that helps a lot as well. And don't panic when he breaks up with you after you sleep with him, he'll get around in the next act if you've done things right.
I played a rogue for this playthrough, and was quite anti-mage, bloody blood mages all over the place.

Kissy pics!

You just need to be careful about what quests to take him on. If there's even a chance that you are going to be doing something to aid mages, just leave him at home that day. I managed to get max friendship even on a mage, but it's hard because he really did not like Hawke for the vast majority of the game. Still, I think it was worth it to befriend him. Fenris is easily one of the coolest characters in the game, and he was a HUGE help in every battle... even when he got repeatedly owned by the High Dragon, Rally + Control/Command made him invaluable. That, and the fact that he's absolutely lethal against large groups.

Aside from being anti-mage, make sure to use him in dialogue sequences whenever possible. He has a fancy for crushing people's hearts. Doubt it'd net rivalry points though.

aw..... nice to see the pics... thanks Neveri.. yeah he left me and I never got to ask him to move in... so nice to know he'll come around.. and I really do like how they gave the elves such a distinctive profile and not so "human".

I did read somewhere that if he is friend "love" friendly that he will not leave if you side with the mages in the end...

He won't leave you if you're 100% friend or rival. And he doesn't move in, ever. (:

I love his voice!!! Sexiest voice I've heard in a video game. I used to like Ghost in CoD MW2, now I'm all Fenris.

Although I romanced Anders in my first play through. Plan to romance him in second play through.

I romanced Fenris as a pro-mage (so long as they aren't blood mages) mage; Friendship maxed. lol

Very interesting to say the least.  I took him on most of my missions, having to always point out that not all mages are power-hungry-bloodmagic-using-demon worshippers.

I don't have screenshots... wish I did. :(
I'm not entirely sure on this but I think if you keep telling Fenris that not all mages are bad, he will start to believe you.

I'm on my second playthrough now with a Fenris romance. When I met him in the first one, I was annoyed with myself for rushing too hard into the Anders romance as soon as I heard his voice (Hello, elf with Balthier's voice [from FF12], who weirdly looks similar to Fran from same~swoooooon!). <3

I dig Fenris... but that must've been incredibly fun. Not even a corpse to look at afterwards.

It WAS fun.

My Hawke used Vendetta, so basically smoke-bombed behind him, doing severe damage.

Immediately afteward I used Twin Fangs, so my guy turned around and stabbed Fenris while facing away.

The only male character I likes was Varric. Sebastion was ok. Anders and Fenris made want to choke them out.

I had Fenris tank the whole game on my rogue, he was there every single quest (im a 100% pro mage every single playthrough), he was the first companion i picked up and i had no problem making him a friend, but it was not easy either. Tricky thing with him are the dialog options, often best to disagree or choose the middle ground with him, sometimes even wise not to 'investigate' certain dialog options :)

The thing to be careful about with Fenris and the Friend-mance, is that you don't need to play anti-mage, just anti-blood mage.  All of the quests that involve blood mages, side with the chantry.  If you are taking him to begin a quest, you can start out "all mages are bad" to begin the quest (and get friendship points), then complete it and take him out of your party, then go back to the quest-giver for the "nice" resolution.  It worked in Act 1 for me, and he was just a few points out of full friendship.  His personal quest and gifts should easily put him to 100% from there.

Example: Wayward Son Quest

When you speak to Feynriel's mother, tell her that he needs to be stopped.  Talk to Thrask and say that untrained mages cannot be allowed to walk freely.  Go to meet the slavers, request that Fenris "make them talk," and do not spare them.  When you go to rescue the boy from the cave, attack immediately (this nets about +5 points).  Convince Feynriel to go to the Chantry.  This quest got me about +40-50 friendship points.

Make sure to come down hard on blood mages and slavers, and Fenris will be your buddy.
