Considering the 'dribble shelf' in question tops out at the bottom of the throat.... well pretty much means that it wouldn't help protect from decapitation, probably only a thrust at the throat.
And it looks really dodgy on the mage.

It's a handy place to put your sandwich while fighting. Lately my Hawke keeps a bottle of fruit juice with a straw in it for instant battlefield refreshment. Occasionally Hawke uses it to hold a book he / she is reading.

I agree it the most retarded looking thing in the game, and you guys who say its a neck guard hahaha you haven't really looked at it properly. Just look at it from the side any blow from above coming down on that self is going to be a hit to the neck/torso. It just a stupid Bioware design gimmick that dont work for me, the only Champions armour that looks ok IMO is the rogue's one (though I am not that keen on the shoulders, but its really minior as it not really that noiciable unlike the "shelf").
The bevor on the other hand dont have this problem as its goes up and fits flush with the lower face, meaning any blows that get inside it are already cutting your head in half. A gorget is collar so again it nothing like this ether.
TBH I think linking Champ armour to another model will be the best way to adviod this lameass problem.

Yup. Some weird art director somewhere thought it was awesome, and he messed up a lot of armors with it. Sir Isacc's armor has an even weirder, larger, lower, and more useless dribble shelf.
