99% of all amour and weapons and Restriced to Hawke Only I can hardely get any items for my other party members and even in the shop same thing. Any one know whats going on?

You cannot actually get armor for your party. They keep the armor they start with. You can however upgrade their armor by finding or buying all available upgrades.

No they keep that "one piece" set of armor.
