I think Anders does love Hawke and at the same time took advantage of the situation too. Was it his plan the whole time? Probably not but as time goes by it was most likely the best way for him to achieve his goal and he warns Hawke several times this is relationship is doomed. I think it just surprises him that Hawke puts up with him should that choice be made. Or Hawke is just a glutton for punishment

I do think Anders is being sincere in his feelings towards Hawke, however, he never loses sight of his ultimate goal which he holds above their love for each other. Kind of reminds me of the scene in Casablanca where Bogey tells Bergman that the problems of two people don't amount to a hill of beans compared to what's happening around them.

Saying he's sane is stretching things. He's not -- he's an abomination, and doesn't know where he ends and Justice begins. I do believe he loves Hawke, but in an obsessive type of way. Justice, however, does not, and is taking over more and more. I don't know that he was using Hawke, though, except, well, when he was using Hawke whether romanced or no (but he was far more manipulative to a romanced Hawke). Anders is a trainwreck. He starts out ok, but watching him fall apart is sad.

I'm just going by what the codex said. It's evident that while Justice merging with his own consciousness is slowly poisoning him, he does care for Hawke in some way. He warns Hawke many times not to pursue him, but hardheaded Hawke does it anyway. He only manipulates him/her to an extent because he places the welfare of his people above all else. In other words, he's not just using Hawke. He's trying to build a world where he can openly love someone like Hawke without forcefully being torn apart.
