My question is just as the title asks.  Does donating coin to the Ferelden refugees in the donation bin in the Ferelden shop in Lowtown have any effect whatsoever?  I haven't seen that it does, but I just started Act 2 and if I need to reload an Act 1 save in order to donate I'd like to know before I get any farther into Act 2.  Also: I've caught up with all of my companions at the beginning of Act 2 except Merrill.  She won't talk to me and doesn't have a quest arrow over her head like the others.  Is this normal or a bug?  Thanks!

Indeed it does. How much you donate determines your XP reward.

50 silver = 50 XP
1 sovereign = 100 XP
5 sovereigns = 200 XP

Ferelden already has a sovereign - Alistair and/or Anora (or the warden in some cases).

Awesome! Thanks guys. I just wanted to make sure it wouldn't entirely determine the Ferelden's lot in Kirkwall between acts, 'cause I meant to donate in Act 1 but forgot.

You do realize that the gold coins in the Dragon Age universe are called sovereigns, right?

I'm sure he was being sarcastic.
