Slow downs during conversations

Really, REALLY wish there was a search function on these forums...(is there?  I don't see one!)

Anyway.  This is completely random, and starting to drive me crazy.  In three separate places, I've run into slowdowns.  The first was when I met Leliana in Lothering.  During the conversation with the two thugs trying to kill you, the game starts slowing down.  To the point to where it just freezes.  I've done that conversation about 10 times now, and several of them had the slow downs, some did not.

The second time was the blood mage in the dungeon at Redcliffe.  While talking to him, it does the same thing:  slows down to the point of freezing.  Music still plays, and if I wait long enough another part of the conversation will play, but nothing changes on the screen.

Third time is in Redcliffe as well, when you first get into the main hall.  After Connor runs off, and after the fight, where you start talking about what to do about the situation.  I can get about 30 seconds into it, and it slows to a crawl.

I've tried setting the affinity, priority, setting my graphics all the way to low/bad/etc, windowed mode, even using a program to shut down all non-essential programs currently running.  When the slowdown is in full swing, my CPU is only using about 33% and my RAM is sitting around 26%.  Nothing is getting overloaded as far as I can tell.  Like I said, it's random.  One playthough I get through these sections perfectly fine, another I run into them.  The only way I can get past them is to remember which options I wish to use, and rapidly work my way through them (this only works on short conversations) or to reboot my computer, and that doesn't always help.

I'm running the steam version of the Ultimate Edition, although I had these same exact issues running the disc version of vanilla DA:O.  Windows Vista 64.  Quad core CPU (can't remember exact stats, it's an i5) and a 460 SE vid card, although I had these issues running XP and much lower hardware about a year ago.
