I foolishly assumed I'd be able to come back and finish the quest for the war hound later, and as a result the plot moved forward and left me with that quest incomplete.
Am I left without a hound as a party member option for good (I'm assuming it uses a party member slot. . .if it's just bonus help then I'm really angry. . .)? I don't even know how it works, I'm just pissed if that's the case, as I know there's plenty of utility involved in having one.
Please don't tell me the only way to get a hound is at the start of the game when players are least likely to understand the consequences of not getting one / doing the quest. . .

I'm afraid the quest at the camp was your only chance to get the dog (and yes he is a full party member, not additional help). As a rule, Dragon Age is a game that doesn't give second chances, I'm afraid. Since you're not really that far into the story you could always restart, or just do without the dog.

You can always run a script from the dev console to add the dog to your party without having to start over.

I did without the dog...in my first game, no big deal you know...you have lots of good tanks anyway..

The first thing I saw when I went to post there was a huge spoiler in all caps as a topic title. I immediately hit back.
I want a dog, but I'm not about to ruin the entire game in 10 seconds by glancing at the list of threads.
And, I've already done the whole Dalish elves thing. It's kind of a massive buzzkill to imagine going through everything a second time. I didn't realize I was SOL about the dog.
All I know is, people are one of a kind, but there's gotta be like hundreds, even thousands of ****ing dogs in the game's universe. You can justify missing a party member that's a standard race to me all you want, and I'll agree because people are unique, but you can't justify only one chance to get a dog. Special "Mabari hound" or not, It just makes no sense. You see them throw like thirty of them away as if they're spare change in the cinematic fight against the darkspawn.
I want to emphasize that I didn't not get the dog because I didn't intend to. One ****ing moment I'm being shoved through a chain of cinematics and then I'm in a siege and the game just kept moving along without me. That's fine for roleplaying I guess but annoying when gameplay gets severely effected by it. I still only have one tank option in my party, Alistair, and I've been through what I assume is one of the four major plot points of the story already (obviously I don't know for sure, and don't tell me if I'm wrong). If Sten was a tank then hell if I know, I suck at Persuading and Intimidating so I had no way to free the bastard.
Basically, thank you for the answers. Now I know I can sell my damn dog collar and mabari crunch since I won't be needing those any time soon. . . as in, never. Not cool.

There are some Mabari dogs running around yes, but mostly lots of normal dogs and wolves. The Mabari dogs aren't common, they choose you rather then you choose them. How often do you run into a Mabari with no owner, who doesn't know you, and wants to be your companion? The Mabari hound from the start knows you, you've done something good for him, and the kennelmaster has made clear that the dogs choose you, IF they choose a new master at all.

The upcoming DLC specifically states it's going to give you another chance to get the mabari dog.

Plus side: If you get Return to Ostagar, there's apparently a second chance. Don't know about if it works for your situation, though.

Actually the dogs stats are pretty good compared to most of the fighters (attack, defense, HP, etc.) and he has a stunning attack.
As to the party member slot question, don't worry about that. You can add every available NPC to your party even though you only use 3 at a time. The rest obidiently wait at camp for you. Swapping out between them for different adventure sections is fun and profitable. The un used ones even level up while sitting around so you don't need to rotate them to keep them all close to your level.

My main is a ranger and I set the dog to charge whoever I'm targeting with my ranger...to be quite honest, it's really neat looking to watch my dog, cleverly named BOOLEAN after "Boolean Logic", lol.

It depends. If I'm playing a non arcane-warrior, non-blood magic mage, Dog is damn well indispensable. I have Alistair tanking and Zevran stabbing people in the back, I need someone who can keep people off of me if I need to be closer to the battlefield. On the other hand, some playthroughs, my poor pup spends most of his time cooling his heels with Sten. :/

There is a mod for having the dog as a side summon, by using a dog whistle.
the one i have is called extra dog slot v 1.4
this lets me run the dog while my 4 characters run their scripts, i hate to micro manage, and the scripts can be setup just how you want, so that you do not have to micro manage you characters
also if you start as a human noble you get a war dog right at the very begining, and using the extra dog slot, puts the dog where a wolf or bear is next to your character, but can access his own bar, and can run his own script as well as leveling up.
befor this program for the dog, i would hurry to get the ranger skills, so i could summon a wolf or bear to run while my 4 characters ran thier own scripts.

Omg, it's a level 80 necromancer. With that level of power, there's probably no point in running.
Jokes aside, you can't. If you didn't have a mabari in Origins, you don't get one until Witch Hunt, which is explained as Fergus Cousland giving you one. If you did have a dog in Origins, it's explained that that dog was being used to replenish the mabari kennels in Denerim after the population was devastated by being used against the Blight.
