The game runs silky smooth on DX9 but as soon as I switch to DX11 it completely kills my fps. I go from over 100 fps to around 20 fps. I even reduced all the settings to lowest possible and disabled the high resolution textures. ALL the settings were at lowest possible but DX11 enabled and I still had unplayable frame rates. I thought maybe the issue is with my GTX260. I tried it on our second PC which has a GTX460 and it had the same issue. Awful fps with DX11 enabled.
Is this a Nvidia problem or what's going on?

This problem is caused by the game's DX11 renderer (used to render both DX10 and DX11 effects) being far more suited to AMD hardware than Nvidia hardware. By the time the game was released there were no Nvidia drivers out yet that really optimized game performance to bring it in line with AMD hardware.
Since then Nvidia have released some new beta and WHQL drivers and one set seems to work particularly well with DA2. The performance isn't perfect yet but it's a damn sight better than it is with 266 or earlier drivers.

They're currently officially released for the GTX550ti and GTS450 cards, but in principle geforce drivers will work on all cards and lots of people have tested them with positive results.
I would like to add one thing though, on both the GTX260 and the GTX460 you might want to disable at least SSAO, since that's one setting that is still poorly optimized for Nvidia hardware, even with those latest drivers and in addition to slashing the framerates it may cause microstuttering. The type of SSAO used simply favors ati cards and it's unlikely it'll ever work really well on Nvidia.
