We know that Anders cannot stand their being unjustice in the world now that Justice united with him so I wonder what would he do if he was in the Tevinter Imperium. Becuase is slavery is legal there and the people could be sacred off by blood mages, so if he was there would anders try to stop the mages there from having too much power?

Considering Anders' reaction to giving Fenris back to Danarius, and how much he liked the Tevinter Amulet thing, I think he wants the world to be like the imperium

No he doesn't; he despises blood magic. I'd imagine the issue of slavery wouldn't sit well with him either.

Before Anders pew pewed the Chantry, Tevinter was the best place to be a mage, all things considered.
If he went there, though, he'd be scrabbling for people to destroy. Anders and Justice both hate demons and blood magic and Anders would probably have a coronary trying to figure out what to do first.

His reaction to giving Fenris back to Danarius was less "LOLZ! SLAVE! GO BACK!" and more like giving away who he considered a narrow minded jerk anti-mage lunatic to the proper authorities.
Anders hates slavery, despises blood magic, can't stand demons, and against injustices. I don't believe he'd be happy in the Tevinter Imperium, at least, not in the larger cities.
As for the Tevinter Amulet, it is merely a symbol of Mage Freedom. Not necessarily an item that embraces what the Tevinter is all about. Besides, I'm under the impression that Fenris is very, very biased about the Tevinters. There are probably sections of the empire that aren't as insane as he's experienced.
