Does she? She seemed to be about to start one while clinging into the remaining power the Chantry has (well not really her, she seems to be just following orders and you know...doing her job) in order to put both Templars and Mages "into their place" (although probably with the minimum bloodshed).

She's not using her native accent in the game, or maybe I misunderstand what you mean.  For instance here she is presenting on YouTube, and she has a normal English accent.  Still lovely, just not Cass or Varania. 

Wow the contrast Her normal voice sounds sweet like a Leliana with a Fereldan accent. With Cass though, she's totally different!
