From what I can tell staff attacks still hit automatically, so what's the point?
I don't think there's any +damage on the sets either. Very confusing.
Why do Mage armor sets have +attack?

Apparently attack pertains to mages as well now. I noticed at the beginning of the game I casted a spell on a boss level NPC and it missed rather than it be resisted.

There is no "miss" mechanic in the game.
If you don't have enough attack, then any normal attack from any class has a chance to become a "Glancing Blow". Glancing Blows deal significantly reduced damage(about ~1-10% of its regular damage).

On the Attributes screen, hover the mouse over the attack skill and you'll see the chance for a successful autoattack on a normal mob, lieutenant, and boss. An unsuccessful attack deals minimal damage compared to a successful attack, so having a high attack skill is important for all character classes.
Spells and abilities don't take into account the attack skill, so just how important it is depends on the individual character and abilities chosen, but everybody wants it.
