It's very strange when you notice it, and I have no idea why they were excluded... there are a lot of dwarves around, after all. Varric even mentions the Hanged Man could use a few "fine dwarven lasses" or somesuch.

Symptom of the EA deadline likely, fortunately justified by the fact most surface dwarves are male going by the first games and there arent many dwarves in Kirkwall to begin with.

Like the dwarves there is some justification for the lack of Qunari women. The Arishok was leading a military force, the Qunari divide labor between the genders so there aren't any female warriors. That said it was done as a purely cost cutting move. If you ever play Mass Effect it's kind of the same with the alien races, you only see one gender unti it's storyline impossible for you not to.

out side of Felsie i cant think a single female dwarf that appears out side of Orzamar in the first game come to think of it

In DA:O there's a dwarf female at the brothel... and there are female surface dwarves right outside Orzamaar. Possibly more, possibly not, but those two I remember, at least.
